State Plane Accountability Aim of Armstrong Bill

A recently released state audit report that criticized lax record-keeping in regard to the use of state-owned airplanes has prompted Senator Gib Armstrong to draft a bill requiring an aviation log. 

"The Auditor General makes a good argument about the need for better control over the use of the planes and for better documentation when the planes are used.  In a time when the emphasis is on increasing accountability to taxpayers, there should be more than sketchy documentation about the uses of these aircraft.  Flights should be properly cleared and properly accounted for.  Who is using the plane, when they are using it, and why they are using it should be part of the public record," Armstrong said. 

"It is not all that difficult to keep records for two aircraft, and those records should not be difficult to access either.  This bill does two important things – it puts the requirements down in black-and-white, and it would allow anyone who wants to see the records to see them," he pointed out. 

"The deficiencies in these records have been reported on for several years, so people no longer have any confidence that administrative action alone is guaranteed to improve the situation.  Putting common sense standards into law can give the necessary assurance that the system will not be abused in the future," Armstrong stated.
